Tank car of model 15-289 is used for hauling light oil products on railroads of 1520 mm gauge and can also be transferred to the main railroads of 1435 mm gauge (with trucks replaced). Running gear consists of four-wheel trucks of model 18-100. The car is equipped with automatic coupler and elastomeric draft gear, automatic and hand brake, load-empty device. The tank and all bearing elements are made of 09G2D low-alloy steel. The car is designed for top loading using vacuum pump. Unloading is performed through bottom. Average working pressure (regulated by safety valve) is 0.15 MPa (1.5 kgs/cm²).

Design features enable transportation of the widest possible list of products, which significantly reduces empty mileage. The tank car is suitable for transportation of benzene, xylene (ortho-, meta-, para-), toluene, paraxylene, industrial alcohols, ethylbenzene, MTBE, ethers, linear alkylbenzene, solvent, aromatic hydrocarbon fractions, etc. The list of transported cargoes can be extended with the use of innovative 25 tf bogie.

The lightweight construction of the platform provides a significant reduction in the tare weight of the tank, increasing the load capacity by 3 tons and usable volume by 12.5 m3 versus competing counterparts.

The car is made of carbon steel with food-grade rubber linings that allow to maintain the quality of oils. Drain device with selectable number of layers of protection. Suitable for transportation of high viscosity and solidifying plant oils.

The barrel is made of stainless steel. Loaded through the loading hatch with the hatch cover open. Unloaded by gravity with both the drain device and the hatch cover open. Transportation of treacle, vegetable oils, syrups is possible.
