Damage assessment in Housing Utilities Infrastructure (HUI) system
This procedure permits to find correspondence (or non correspondence) to technical requirements of already performed civil construction – erection works.
Preparation for survey:
• Familiarization with survey facility;
• Selection and analysis of design technical documentation;
• Preparation of work schedule on the basis of technical assignment received from the Customer.
Preliminary (visual) survey:
• Visual inspection of building structures and detection of defects and damages by external signs with required measurements and their recording.
Assessment of quality of new residential housing and loss estimation
In legal practice construction expertise for assessment of actual damage in most cases is associated with damages of flats, offices and private buildings due to the fault of neighbors (overflow, fire, damage of engineering communications, security systems, windows and doors and damage to land plots). The second most frequent reason of appointment of construction expertise by court is estimation of Owner damage due to construction company negligent employees at performance of construction or repair works.
Legal expertise in construction and repair of buildings and structures
Construction expertise is assigned in cases when at court hearings of civil, arbitration cases and cases of administrative violations need in special knowledge in the field of designing, erection, operation, reconstruction (repair), dismounting and disposal of buildings, constructions and structures arises. Construction technical expertise (legal construction expertise) refers to technical, organizational, economic and other issues which solution provides establishment of actual circumstances of civil, criminal or administrative case.
Construction – technical expertise can be performed to:
• Detect and analyze defects in building structures and elements.
• Determine correspondence of construction facility to effective GOST and SNiP, construction quality expertise;
• Determine actual scope of performed repair and construction-erection works.
• Determine scope and costs of materials used for construction-erection and repair works;
• Justify actual cost of construction specified in Construction Work Completion Certificates;
• Justify correspondence of design documentation to construction codes and rules and in case of mismatch, detection of persons responsible for performed violations;
• Determine facility readiness degree at certain date;
• Determine scope and costs of defect attending, nature of permitted deviations from SNiP;
• Determine loss scope and composition due to violation of construction contract provisions.
Assessment of building and construction state
Building and construction survey is key component of work package for their technical state assessment. In process of survey construction structure and foundation operability and actual bearing capacity shall be determined to use this information for reconstruction design preparation. And it shall be searched optimum variant of design-planning solution, method of possible reinforcing of bearing structures considering their performance, provision of minimum labour costs, material resources and time for conducting of reconstruction works.
